[Proposal] Iron Fish Hard Fork 1

This proposal is for the first hard fork on Iron Fish network since mainnet launch.
Hardfork 1 Activation:

    • Block >= 246_468 on the Iron Fish Testnet, estimated October 18 2023
    • Block >= 302_464 on the Iron Fish Mainnet, estimated November 15 2023

Hardfork 1 will include following FIPs:

  • FIP-1 Allow asset owners to change owner key
  • FIP-2 Enforce Sequential Block Time
